The UAE Ministry of Finance confirmed a nationwide e-invoicing mandate by publishing Ministerial Decisions 243 and 244 of 2025.[?] These decisions outline who is covered, how the system will work, and the compliance deadlines for each group.
The mandate applies to almost all B2B and B2G transactions across the country. B2C transactions are not included at this stage.
The system will run on the OpenPeppol standard, which helps UAE businesses to exchange invoices seamlessly with international partners and strengthens data security.
Every in‑scope business, whether issuing or receiving invoices, will need to work through a government‑accredited service provider. The Ministry will publish the official list of accredited providers. A pre‑approved list has already been released. It includes Comarch among the pre‑accredited providers.
