In 2025, the UAE reported major progress in citizen housing and federal infrastructure, with expanded housing support and a long-term pipeline of road and transport projects designed to ease congestion and improve network capacity.
Housing support increases citizen homeownership to 91%
The Ministry of Energy and Infrastructure issued 3,567 housing support decisions worth AED 2.546 billion, covering grants, loans, and financing options. This support helped increase UAE citizen homeownership to 91%, one of the highest rates globally.
The UAE also achieved a milestone in global housing and urban development governance by winning the presidency of the UN-Habitat General Assembly and securing a seat on its Executive Council.
Federal Roads and Congestion Agenda Shape Infrastructure Priorities
Regarding infrastructure, the Ministry
advanced the National Agenda for Addressing Traffic Congestion, a portfolio of national road and transport projects valued at more than AED 170 billion through 2030.
The agenda aims to improve the efficiency of federal roads by 73% over the next five years, supported by the Emirates Road upgrading and capacity enhancement project, with AED 750 million in planned investment. The plan also aims to increase capacity on Al Ittihad Road by 60% and on Sheikh Mohammed bin Zayed Road by 45%.
A feasibility study is also underway for the Fourth Federal Road, a 120-kilometer route designed to accommodate up to 360,000 trips per day.

Built-environment Initiatives and Service Delivery
The Ministry said it completed several initiatives related to the built environment, including a program focused on the humanization of buildings to support healthier environments and the development of the Green Recycling Yards Project.
It also reported 41 local, regional, and international awards and 19 ISO certifications, alongside 30 customer council meetings across the Emirates and 26 agreements and memoranda of understanding to expand partnerships and knowledge exchange. The year also saw the launch of the first fully integrated digital government services center in Fujairah.
The year 2025 represents an important milestone in the development journey of the energy, infrastructure, transport, and housing sectors in the UAE.
