Abu Dhabi Issued New Safety Measures on Construction Sites

Last week, Abu Dhabi Department of Municipalities and Transport (DMT) in association with the Gas Safety Committee ruled out new gas cylinder safety protocols for all construction sites in the emirate.
New circular obliges contractors to comply with all recommended safety measures on the construction sites. Compliance with all safety measures also concerns consultants in turn who are responsible for explaining the requirements.
Eng. Khalid Nasser Al Menhali, Executive Director of the City Planning Sector pointed out that environmental, health, and safety requirements at construction sites are crucial for contracting companies, consultants, and developers.
The municipality also showed initiative of awareness workshops, proactively urging consultants and developers to supervise contractors’ adherence to circulars issued and educate workers in the building and construction sector about environmental, health, and safety risks.
DMT, in collaboration with strategic partners, undertakes proactive inspection campaigns to ensure the adherence of contractors, consultants, and developers to circulars and specific laws.
Led by the Department of Energy, the committee comprises twelve entities within the emirate. Its primary responsibilities encompass:
  • Reviewing and proposing gas-related requirements
  • Overseeing security and safety aspects
  • Establishing and maintaining technical standards
  • Recommending violations, fines, and penalties for offenders
The committee plays a pivotal role in ensuring that establishments and individuals comply with:
  • Licenses and permits
  • Regulatory requirements
  • Standards governing gas activities
This proactive approach aims to uphold the integrity and safety of gas-related practices within the jurisdiction, emphasizing the importance of regulatory compliance for all stakeholders.
In August 2023, the Gas Safety Committee introduced three circulars outlining rules regarding commercial and retail gas usage, safety protocols, and procurement practices.[?] These directives were established to guarantee adherence to safety and fire prevention requirements.
  • The first circular prohibited the wholesale supply or sale of LPG from sources outside of the UAE's national petroleum companies.
  • The second circular prohibited retail outlets from engaging in the sale of gas cylinders.
  • The third circular directed economic entities to utilize available central gas systems within their buildings and abstain from using gas cylinders.
These measures aim to bolster safety standards, promote fire prevention, and ensure uniform compliance across various aspects of gas-related activities.
